Executive Order 02 — Establishment of the Executive Office of the President

ESTABLISHMENT OF THE EXECUTIVE OFFICE OF THE PRESIDENT

By the authority vested in me as President by the Constitution of the University Park Undergraduate Association, and in order to provide greater ability and ensure further accountability on the part of the Undergraduate Student Body President in carrying out the administrative management of the Executive Branch of the student government, it is hereby ordered as follows: 

Section 1. Establishment, Structure and Purpose. 

  1. The Executive Office of the President shall be created, and for the purposes of general organization, be considered a Department-level entity made entirely of Executive Staff.
  2. The Executive Office of the President shall consist of the following principal divisions, namely: (1) The Office of the Chief of Staff, (2) The Office of Executive Communications, (3) The Office of Assembly Relations, (4) The Executive Policy Council, and (5) in the event of a university-wide emergency, or threat of a university-wide emergency, such office for emergency management as the President shall determine necessary.
    1. The Executive Office of the President’s structure and actions shall be recorded by the Department of Records for the purpose of maintaining sustainable practices for all future administrations of the University Park Undergraduate Association (UPUA)’s Executive Branch.
  3. The Executive Office of the President shall exist to provide support for conducting the day-to-day operations of the President, including but not limited to representing the President’s official position to the public, providing the President with expert counsel, and overseeing the President’s and Vice President’s Executive Agenda.

Sec. 2. Definitions.

  1. For purposes of this document, the following definitions shall be used: 
    1. “Committee” shall refer to any of the various Committees of the General Assembly of Student Representatives.
    2. “Department” shall refer to any of the various Departments of the UPUA’s Executive Branch.
    3. “Executive Agenda” shall refer to the platform on which the sitting President and Vice President of the UPUA ran during that year’s UPUA election.
    4. “Policy,” as it pertains to the Executive Branch, shall refer to the various initiatives outlined in the Executive Agenda.

Sec. 3. Structure, Mission, and Purpose of The Office of the Chief of Staff.

  1. The Office of the Chief of Staff (Office) shall be headed by the President’s Chief of Staff. The Office shall consist of the following aides:
    1. A Deputy Chief of Staff for Operations, who shall aid the Chief of Staff in overseeing the day-to-day responsibilities of the President, and where critically necessary, the functions of the Executive Branch and its various Departments.
    2. A Deputy Chief of Staff for Policy, who shall aid the Chief of Staff in strategizing existing and developing new policy over the course of the administration’s tenure.
    3. Senior Advisors to the President, who shall, when required, provide expert counsel on various areas pertinent to their experience.
  2. The mission and purpose of the Office of the Chief of Staff shall be to aid the Chief of Staff in their duty of overseeing the Executive Office of the President and in serving as the President’s head Staff member in the organization of the Executive Branch, including the facilitation of expert counsel and policy development. 

Sec. 4. Structure, Mission, and Purpose of The Office of Assembly Relations.

  1. The Office of Assembly Relations (Office) shall be headed by the Director of Assembly Relations, and who shall, if necessary, be aided by a Deputy Director of Assembly Relations. The Director of Assembly Relations shall oversee Liaisons to all Committees.
    1. With the advice and consent of the President, the Director of Assembly Relations may utilize as many or as few Liaisons as they believe is necessary, even if this number does not match the number of Committees. This number may fluctuate as necessary from year to year.
  2. The mission of the Office shall be to promote constant communication between the Executive Branch and the various Committees of the Legislative Branch. 
  3. The Office’s Director shall report to the President’s Chief of Staff, and shall be expected to (1) attend all meetings of the Executive Office of the President and (2) report on the progress of the Executive Agenda as relayed by the various Liaisons.
  4. The Office’s Liaisons shall be expected to (1) attend each meeting of the Legislative Committee(s) they are assigned to, (2) deliver reports, if necessary, to those Committees on the progress of the various entities of the Executive Branch in carrying out the Executive Agenda, (3) report to the Director of Assembly Relations all updates regarding the happenings of the Committee, including but not limited to interest of Representatives in helping with the Executive Branch’s various initiatives and updates on relative legislation as it pertains to that Committee, (4) develop and maintain communications with the Representatives on that Committee, and (5) generate a proficient and clear understanding of the Executive Agenda in order to ensure effective and accurate communication of it to members of the Legislative Branch when required to do so.

Sec. 5. Structure, Mission, and Purpose of The Office of Executive Communications.

  1. The Office of Executive Communications (Office) shall be headed by a Director of Executive Communications, and who shall, if necessary, be aided by a Deputy Director of Executive Communications. The Office shall consist of the following subdivisions:
    1. The Office of the Press Secretary, which shall consist of a Press Secretary and a Deputy Press Secretary, and which will be responsible for organizing and facilitating Press Conferences on behalf of the President and Vice President of the UPUA, as well as representing the opinions of the President and Vice President of the UPUA to the public when they are unable to do so themselves. The Press Secretary will also coordinate and provide increased access to the UPUA Executive Press Corps, which shall be a group consisting of verified reporters and correspondents from various news outlets.
    2. The Office of Speechwriting, which shall consist of a Director of Speechwriting and a Deputy Director of Speechwriting, and which will be responsible for providing written statements on behalf of the President and Vice President to the public. 
  2. The mission of the Office of Executive Communications shall be to convey the official stance of the President to the general public.
  3. To accomplish this increased level of public transparency on behalf of the President and Vice President, the Office of Executive Communications will facilitate press conferences and oversee the UPUA Executive Press Corps, relay press statements on behalf of the President and/or Vice President, and develop written addresses on matters pertaining to public interest.

Sec. 6. Structure, Mission, and Purpose of The Executive Policy Council.

  1. The Executive Policy Council (Council) shall, for the purposes of organization, be considered an additional entity of the Executive Office of the President, and shall consist of no additional Executive Staff. The Council shall be chaired by the President of the UPUA, and shall consist of the Vice President of the UPUA, the Executive Directors of each Department, the President’s Chief of Staff, and the Director of Assembly Relations. The Vice President of the UPUA shall be considered the Vice Chair of the Council. Directors and other members of the Executive Branch may also be invited to provide expertise on specific Policy updates, at the discretion of the Executive Director of that Department and with the consent of the President. On special occasions, the President may also extend invitations to members of the General Assembly, including but not limited to the Speaker of the Assembly and the Chairs of each Committee, to attend meetings of the Council as ex-officio members.
  2. The mission of the Executive Policy Council shall be to consolidate discussions related to progress on the Executive Agenda across the Executive Branch. When deemed appropriate, the Council shall also foster cooperation and joint coordination between the Executive and Legislative Branches in the endeavor of completing various projects over the course of the year.
  3. The Executive Policy Council shall meet at the discretion of the President, and shall require all Executive Directors to provide status reports on the progress of the Executive Agenda. These reports are also to be delivered to the President and Vice President in writing by the time of the Council’s meeting.
